<p>This report is a summary of the Monitoring &amp; Evaluation
(M&amp;E) report on the Uganda Country Programme in 2009. Evaluation
reports are meant for learning, hence they focus on the outcomes and
impact of the projects as well as their successes and challenges,
rather than checking on project progress or money spent, which is done
via progress reports.</p>
<p>Evaluations are based on questionnaires for different stakeholders.
Depending on the country, the evaluation includes project teams
reflecting on IICD's support), participants of trainings (reflecting on
capacity development) and end users (reflecting on the projects they
take part in).</p>
<p>The evaluation report below
gives an overview of both the data collected and the discussions that followed
in the Focus Groups. Though sensitive information from specific partners has
been removed to maintain a trust relationship with and between partners,
M&amp;E reports are an honest representation of the processes and lessons
concerning the Country Programme. <strong>In 2009, activities of the Country Programme
were in three sectors namely: Livelihoods, Health and Governance.</strong></p>

<p>Ante la pregunta: ¿Es posible contribuir a disminuir los índices de pobreza en Bolivia a través del uso adecuado y equitativo de las TICs? La respuesta es positiva, pues las nuevas tecnologías representan una oportunidad importante para el desarrollo del país, tal como lo han demostrado las experiencias del programa nacional TiCBolivia que ha venido siendo apoyado por el IICD.</p>
<p>El programa nacional TiCBolivia promueve el uso de las TIC para que los/as campesinos/as, maestros/as estudiantes, indígenas y agricultores/as, tengan acceso a la comunicación e información y puedan estar mejor informados/as, logrando de esta manera mejorar su calidad de vida. IICD apoya la implementación de las TIC en tres sectores: gobernabilidad, agricultura y educación. Hasta la fecha el apoyo ha llegado a más de 700,000 beneficiarios en los 9 departamentos del país. Siendo el total de usuarios directos alrededor de 200,000 que interactúan directamente con las tecnologías y servicios de información y capacitaciones en los 3 sectores del programa.</p>

<p>Would it be it possible to help to reduce poverty levels in Bolivia through appropriate and equitable use of ICT? The answer is yes. New technologies represent an important opportunity for the country's development, as demonstrated by the experiences of TiCBolivia National program, which has been supported mostly by IICD.</p>
<p>The Bolivia Country Programme, TiCBolivia, promotes the use of ICT for maily peasants, teachers, students, indigenous farmers. With the use of this programme, they have access to communication and information, they can be better informed, and meanwhile obtain an improvement of their quality of life. IICD supports the implementation of ICT in the sectors governance, agriculture and education. To date, the support has reached over 700,000 beneficiaries in nine departments. A total of about 200,000 direct users interact directly with the technologies and information and training services in the three program areas.</p>

<p>Bolivia, país situado en el centro de Sud América y compuesto por una diversidad de seres, culturas, idiomas, rostros e incluso pisos ecológicos. En el 2007 según datos del Instituto Nacional de Estadística tiene una población de 9.837.365 millones de habitantes. Según el censo realizado en el 2001 el 63% de la población vive en el área urbana y el 38% vive en el área rural, además el 58,6% de la población son pobres con bajos niveles de ingresos, educación y grandes brechas de desigualdad social.</p>

Through a combination of different ICT tools, we are currently supporting 18 Governance projects, reaching around 19,000 civil servants and community organisations and a further 450,000 citizens from across society.</p>

 ¿POR QUÉ ESTE RESUMEN?
</h2>
<p>
 Esta reseña pone en evidencia experiencias prácticas y lecciones
aprendidas en procesos de formulación de políticas TIC en tres países –
Bangladesh, Bolivia y Uganda. Procesos que fueron llevados a cabo
durante los últimos años. Cada uno de estos tres países ha desarrollado
políticas dirigidas específicamente a la aplicación de las TIC a nivel
nacional o en sectores de desarrollo tales como la agricultura,
educación, salud o gobernabilidad.
</p>
<p>
 Con el objeto de apropiarse de los aprendizajes derivados de los
diferentes procesos de políticas TIC, la APC y el IICD se
comprometieron en la realización de una serie de estudios de
evaluación, con el fin de incrementar el conocimiento referido a los
procesos participativos en la formulación de políticas TIC para el
desarrollo.
</p>
<p>
 Estos estudios fueron concebidos para mejorar la comprensión de los
procesos que requieren las políticas TIC, centradas en resolver los
problemas de la pobreza y también para aprender de los procesos de
colaboración y de investigación. Las lecciones aprendidas fueron
discutidas a fondo y finalmente consolidadas en oportunidad de un
taller que se llevó a cabo a principios de 2007. Lo que aquí se
presenta es la cristalización de los puntos clave que surgieron de los
diferentes estudios y de las deliberaciones llevadas a cabo por los
participantes del taller. Los aprendizajes que aquí se comparten se han
logrado merced al trabajo en colaboración de gobiernos y la sociedad
civil en los países dos organizaciones – la Asociación para el Progreso
de las Comunicaciones (APC) y el Instituto Internacional para la
Comunicación y el Desarrollo (IICD). Ambos organismos han estado
participando en el desarrollo de políticas durante muchos años.
</p>
<p>
 La APC ha tenido un rol activo en el empoderamiento de la sociedad
civil y en la ampliación del alcance y el volumen de la participación
de diferentes partes interesadas, con el objeto de ejercer influencia
en las políticas. El IICD, por su parte, ha tenido una participación
activa en fomentar el desarrollo de redes formadas por múltiples partes
interesadas, con la participación de la sociedad civil, del sector
privado y de organizaciones gubernamentales activas en el área de las
TIC para el Desarrollo (ICT4D).

    <title>The national ICT policy in Bolivia</title>

 For several years the Association for
Progressive Communication (
 <a href="http://www.apc.com/">
  APC
 </a>
 ) and
the International Institute for Communication and Development (
 ) have supported the formulation and implementation
of ICT policy in several countries, including policies that intervene
at national level and at sector and thematic levels, such as gender,
health, education and agriculture.
</p>
<p>
 To learn about the experiences in the processes of formulation of
ICT policies, the institutions have undertaken a study of the
formulation process of ICT policies in Bangladesh, Uganda and Bolivia
aiming at two objectives: 1) To understand the importance of the
participation of diverse actors as a success factor for effective ICT
policy formulation; 2) To understand the relationship of the ICT
policies investigated with poverty alleviation. As part of this study,
an analysis is made of the national ICT policy formulation process in
Bolivia, known as the
 <strong>
  National Strategy for Information and
Communication Technology
 </strong>
 (ETIC). The ETIC was developed by the
Bolivian Government and representatives of the civil society,
grass-root organizations, academics and the private sector between 2003
and 2006.
</p>
<p>
 The ETIC has the mission to: ‘Generate opportunities for the use and
exchange of information and ideas through ICT to improve the quality of
life of the Bolivians’. The objective of the ETIC is to: ‘Develop and
execute policies, programmes, initiatives and proposals for the use of
ICT and the development of human capacities by applying a participative
and inclusive process with emphasis on the low-income citizens in
peri-urban and dispersed areas’.
</p>
<p>
 <strong>
  Participation
 </strong>
 <br />
 In summary, those responsible for the ETIC made a serious effort to be
inclusive and to generate participative processes. Yet in any situation
these processes are complicated and time consuming. It is learned that
coordinated action and persistence of actor groups is essential to
effective participation. The highly pro-active and continuous efforts
of the group of NGOs and grass-root organizations participating in
TICBolivia, and CRIS Bolivia and the University Mayor de San Andrés in
this process provide an example to follow for other actor groups.
</p>
<p>
 <strong>
  Linking ICT policy to gender and poverty
reduction
 </strong>
 <br />
 A topic that gave great satisfaction among the actors is the existence
of a solid component in the ETIC relating to the use of ICT for poverty
reduction. In this respect, there is wide recognition that the strong
lobby by civil society ensured a focus on the linkage with Millennium
Development Goals (MDGs) and the Poverty Reduction Strategy Paper for
Bolivia. The strategy also gives clear priority to realities, needs and
demands from users in rural and peri-urban areas. Through the process
it became evident to many participants that digital inclusion enables
the generation of information and consequently economic opportunities,
opportunities of growth, opportunities to the poorer citizens that live
far away from towns.&nbsp;
