<p>Ante la pregunta: ¿Es posible contribuir a disminuir los índices de pobreza en Bolivia a través del uso adecuado y equitativo de las TICs? La respuesta es positiva, pues las nuevas tecnologías representan una oportunidad importante para el desarrollo del país, tal como lo han demostrado las experiencias del programa nacional TiCBolivia que ha venido siendo apoyado por el IICD.</p>
<p>El programa nacional TiCBolivia promueve el uso de las TIC para que los/as campesinos/as, maestros/as estudiantes, indígenas y agricultores/as, tengan acceso a la comunicación e información y puedan estar mejor informados/as, logrando de esta manera mejorar su calidad de vida. IICD apoya la implementación de las TIC en tres sectores: gobernabilidad, agricultura y educación. Hasta la fecha el apoyo ha llegado a más de 700,000 beneficiarios en los 9 departamentos del país. Siendo el total de usuarios directos alrededor de 200,000 que interactúan directamente con las tecnologías y servicios de información y capacitaciones en los 3 sectores del programa.</p>

<p>Would it be it possible to help to reduce poverty levels in Bolivia through appropriate and equitable use of ICT? The answer is yes. New technologies represent an important opportunity for the country's development, as demonstrated by the experiences of TiCBolivia National program, which has been supported mostly by IICD.</p>
<p>The Bolivia Country Programme, TiCBolivia, promotes the use of ICT for maily peasants, teachers, students, indigenous farmers. With the use of this programme, they have access to communication and information, they can be better informed, and meanwhile obtain an improvement of their quality of life. IICD supports the implementation of ICT in the sectors governance, agriculture and education. To date, the support has reached over 700,000 beneficiaries in nine departments. A total of about 200,000 direct users interact directly with the technologies and information and training services in the three program areas.</p>

<p>The national ICT programme for education is 
focused  on  assisting  primary  and  secondary 
education   in   Bolivia   by   providing   digital 
educational  content  through  the  education

access to ICT for teaching and learning. This 
is  done  by  setting  up  of  1,000  education 
community telecentres and a portal providing 
educational    materials    for    primary    and 
secondary schools in all nine departments of 
Bolivia reaching more than 100,000 parents, 
teachers and students.</p>

<p>Bolivia, país situado en el centro de Sud América y compuesto por una diversidad de seres, culturas, idiomas, rostros e incluso pisos ecológicos. En el 2007 según datos del Instituto Nacional de Estadística tiene una población de 9.837.365 millones de habitantes. Según el censo realizado en el 2001 el 63% de la población vive en el área urbana y el 38% vive en el área rural, además el 58,6% de la población son pobres con bajos niveles de ingresos, educación y grandes brechas de desigualdad social.</p>

Important to point out is that evaluation reports are meant for learning, hence they focus on the outcomes and impact of the projects as well as their successes and challenges, rather than checking on project progress or money spent, which is done via progress reports.</p>

<p>IICD’s education projects are primarily focussed on enhancing the quality of the teacher, developing young people’s learning skills and an overall improvement of the learning process through ICT. Operating through partnerships with international organisations, government agencies, ministries, schools, teachers, civil society organisations and the private sector, IICD has worked to develop and implement programmes that incorporate a broad range of educational projects. The projects have so far involved approximately 360,000 teachers and students, with around 2,300,000 direct and indirect beneficiaries.</p>

<p>Imagine how lively a classroom debate on immigration, rainforests or HIV/AIDS would be if teachers and pupils could link up with their peers in Ghana or Ecuador and get their opinions on the subject! Now, apply that thought to the school curriculum and you capture the essence of the Global Teenager project (GTP). The Global Teenager project enables classroom discussions to 'go global'. It gives secondary schools a kick-start in the use of Information and Communication Technology (ICT) and it offers students a safe, structured environment in which to discuss global issues. It also provides them a strong basis in communication skills and valuable insights into other cultures. Finally, it livens up the whole teaching process as teachers incorporate new ideas and methods into their classes.</p>

This is only one of several encouraging statements made by teachers and
schoolchildren participating in education projects set up under the
TiCBolivia programme in Bolivia (

 ). Three
organisations - Fundacion AYNI, APCOB and CEPAC – are the driving force
behind the education projects. Each one is using ICT to improve access
to, and enhance the quality of, education in Bolivia’s primary and
secondary schools.
