For a Country Programme to be implemented IICD needs to be developing ICT programmes in at least two of the "traditional" development sectors. In most cases this involves an initial "National ICT Roundtable" in order to identify demand within the country. This is followed by a "Sector Roundtable" with key stakeholders within a specific sector - stakeholders from government, non-government, the private sector and civil society. From here, project's are identified which can be taken into formulation.

Currently, IICD is supporting over 130 ICT projects in the five sectors of Education, Governance, Health, Livelihoods and Environment.
