This programme introduces ICT facilities and training opportunities for the youth and elderly of Community Based Organisations in Jamaica. In each community, an ICT community centre is set up to provide access to ICT, access to training in various areas including remedial training (see ICT for Remedial Training for Youth project), multi-media training and skills training for entrepreneurs.
Despite advanced use of ICT in the private sector, at community level there is limited access to ICT or related training. This creates a real digital divide in Jamaica between those with access and those without access. The CWB projects addresses this gap by providing access and training to citizens.

The project generates much interest among communities to start using ICT for their daily live.
The project is managed by the national ICT4D Jamaica network with financial support of the network, UNDP and other agencies.
