Summary
The Ministry of Education’s ICT policy provides a clear and compelling roadmap to drive the use and development of Information and Communication Technology (ICT) in the delivery of education and training. The policy complements and builds upon the National Vision 2030, the Firth National Development Plan, the National ICT Policy and the Ministry of Education Policy ‘Educating our Future’. The policy further provides key strategies that are essential for achieving Zambia’s educational development goals.
As a follow up to achieve the goals of the ICT policy, the Ministry of Education (MoE) has identified a large number of ICT-related programmes and gathered them in an Implementation Plan for 2007 - 2010 Many of these programmes can be implemented quickly and provide rapid benefits, others lay the foundation on which the full ICT policy programmes can be implemented in coming years. Prompt design and implementation of the identified activities must be seen as high priority for the Ministry if the ICT Policy to maintain progress and deliver early results.
Objectives
- Curricula development
- Development of curricula, syllabi and training modules for integration of ICT in teaching and training, ICT literacy and maintenance;
- Delivery of all curricula, syllabi and other education materials via on-line publication on an Internal Education Intranet and Education Portal and CD-ROMs
- Training of educators, education managers and learners
- Teachers and student training in computer literacy, the pedagogic integration of ICT in learning and teaching and ICT maintenance;
- Increased ICT research capacities at Universities and information searching libraries and Resource Centers
- Distance education
- Development and delivery of E-learning modules for teachers and high-school and tertiary students via computer-based methodologies.
- Development and delivery of e-learning modules for basic school students and school-leavers via radio broadcasting;
- Management and administration
- The development and implementation of a national document information system and a data information system;
- Development of an Intranet and education portal to facilitate on-line access to education materials;
- Training and use of cost-effective communication means.
