Summary

The Ministry of Food and Agriculture has been tasked with the development of a strategy and relevant programmes the sector for implementing the relevant provisions of the Ghana ICT for Accelerated Development (ICT4D Policy). Towards achieving this, and through on-going discussion with the Ministry of Communications, a technical sub-committee has been installed. The work of the sub-committee is guided by the Terms of Reference as given by the Ministry of Communications.

Introduction

With the request made through the Ministry of Communications to IICD for further support in the development of the sector policies, Agriculture was selected as one of the priority areas.

Objectives

The objective is to develop a framework (process) to actualize the development of:

  • ICT Sector Policy for the Health sector
  • ICT implementation plan for the policy/strategy

The ICT sector policy should encompass a summary of sector objectives, linked to ICT priority areas which contribute to the realisation of sector objectives. Also the policy addresses ICT and information standards relevant to the sector. In each sector, per priority area, the team will develop implementation plans addressing objectives, results, organisation scheme, technical plan, human resources plan and a financial plan. It is advised to develop the programmes for each priority area rather than developing discrete plans for infrastructure and content.

Management and organisation

The involvement of stakeholders and validation of the policy is realised by means of national and regional validation workshops with the participation of internal stakeholders in the Ministry of Agriculture, including lead executing Agencies, as well as external stakeholders including NGOs and the private sector. Targeted organisations will be those currently involved in ICT projects. This will be primarily achieved through a series of validation workshops at the national, regional and district level.
