<p>Evaluations are based on questionnaires for different stakeholders. Depending on the country, the evaluation includes project teams (reflecting on IICD's support), participants of trainings (reflecting on capacity&nbsp; development) and end users (reflecting on the projects they take part in).</p>
<p>The evaluation report below is the unmodified original work of Clement and Emmanuel Kwayu of BUMACO, the M&amp;E partner for Health in Tanzania. It gives an overview of both the data collected and the discussions that followed in the Focus Group. Though sensitive information from specific partners has been removed to maintain a trust relationship with and between partners, M&amp;E reports are an honest representation of the processes and lessons concerning the Country Programme. In 2009, the Health Programme projects in Tanzania collected 228 questionnaires.</p>

 The International Institute for
Communication and Development (IICD) works in nine countries in Africa
and Latin America. IICD has since 1998 been supporting partner
organizations with the introduction of Information and Communication
Technologies (ICT) for development and poverty alleviation, amongst
others in the health sector. For the past years they have been
supporting projects in Mali, Tanzania, Uganda and Zambia implementing
systems into healthcare.
</p>
<p>
 IICD sees the importance of a decentralized system for health
information management and wants to take stock of the achievements of
projects that have been implementing information systems, gather
experiences and lessons learned and identify challenges for introducing
and using information system (IS) in healthcare.
</p>
<p>
 This is why together with IICD this research wants to identify the
issues that have to be considered when implementing information systems
in the form of a health management information system in hospitals on
the district level in the countries supported by IICD. This in support
of the belief that a convincing and operational framework for assessing
health system performance is vital for the work of governments,
development agencies and multilateral institutions.

 The purpose of this report is to enable organisations engaged in
rural development to make informed decisions on rural connectivity and
Internet access in Tanzania. It also aims to demystify the technical
issues associated with obtaining connectivity and Internet access,
which often confuse lay-persons. The report also provides a general
inventory of connectivity options and costs. As energy is a major
concern for rural connectivity, the second part examines this issue and
outlines the potential use and cost of alternative energy sources such
as solar power, wind, hydropower and bio-mass.
</p>
<p>
 Providing this overview is by no means a one-off exercise. Rather,
it is a work in progress as connectivity options and costs change
rapidly. The report is a
 <b>
  revised and updated edition
 </b>
 of an
earlier study into connectivity options and costs in Tanzania, the
results of which were first published in May 2006. Future follow-up
studies are planned. Their findings will be published on a bi-annual
basis.
</p>
<p>
 If, after reading this report, individuals or organisations can
critically and analytically study the options available to them and
achieve Internet connectivity that is efficient and cost-effective in
remote and rural areas, then the report will have fulfilled its
purpose.
