IICD's mission is to assist developing countries to realise locally owned sustainable development by harnessing the potential of information and communication technologies. We do this through empowering local organisations and stakeholders to make effective use of ICTs on their own terms, and catalysing lessons learning and knowledge sharing on ICTs by local organisations and the international community.

If you have a background in ICTs, have worked in developing countries, and have relevant experience in education, business, health, agriculture, government, or the environment, and a commitment to sustainable development and the alleviation of poverty, we want to hear from you.

The position we seek to fill is: Country Manager Ecuador

You will be responsible for IICD's activities in Ecuador. The programme management of Ecuador will take up 70% of your job. Depending on your interests and capabilities and the needs of the organisation you will take up other tasks delegated by the Team Leader Country programmes. This will be done in close collaboration with you.

The core of the job is to assist local actors to formulate and then implement appropriate ICT policies and projects in key development sectors. The main task is to facilitate Roundtable processes by which local actors identify promising ICT-enabled development projects and formulate ICT policies in sectoral contexts. A key role is to facilitate the process by which concrete projects are locally formulated, financed, and then implemented. In addition the Country Manager will coordinate the activities among a team of another three persons.

For this position you will need the following requirements:

  • Fluency in Spanish as well as English;
  • At least three years programme management experience;
  • Proven experience in managing project formulation and implementation;
  • Strong facilitation skills;
  • Two years of work experience with or in developing countries;
  • Experience in the field of ICT;
  • EU nationality preferred.

Specific recommendation will be given to applicants who also bring in (one of) the following assets:

  • A results-oriented approach;
  • Experience with collaboration with NGOs, government and international donor community;
  • Work experience in Latin America;
  • Knowledge of ICT concepts and their applications for development;
  • Well-developed communication and team skills.

IICD employs about 27 staff from its headquarters in The Hague. The working atmosphere is informal and management seeks to encourage teamwork and mutual learning. While you will operate out of a small team, you need to be willing to take on full responsibility for assigned tasks. You must be open to learn and with a focus on flexibility be willing to travel about 25% of the time.
