Better integration of ICT in secondary education in Burkina Faso

In April a workshop on “Information and Communication Technology for Secondary Education in Burkina Faso” was held in Ouagadougou to validate the project document on programmes for integration of ICT in secondary education. The workshop was attended by various stakeholders in the Burkina education system: teachers, inspectors and headteachers; the regional directors for Ouagadougou, Bobo Dioulasso, Tenkodogo and Ouahigouya; representatives of the Ministry for the Post Office and ICT; and representatives from the technical partner, the International Institute for Communication and Development (IICD).
The workshop followed on from a round-table on the same subject, organised by the IICD and the Department of School Inspection and Training of Education Personnel, held from 18 to 21 July 2006 in Loumbila and attended by some 50 educators. The participants in the round-table discussed the ways in which ICT can strengthen or streamline the education sector, ultimately agreeing on four main lines of action. These programme ideas were subsequently reworked by a project formulation team, and the resulting document was submitted for the stakeholders’ scrutiny at the 27 April workshop.
The document provides a general description of the context and issues concerning ICT and qualitative improvement of secondary education, as well as a detailed presentation of the four programmes.
- The content development programme comprises projects on digital publishing for secondary education, support to digital publishing, a teaching and learning resource centre, and the use of ICT in secondary education.
- The administrative management programme consists of projects on central management of the education system, attached departments, regional education departments and secondary school management.
- The initial and in-service teacher training programme comprises projects on information and awareness raising, training, assistance and support, and research and analysis.
- The integration of ICT in secondary schools programme consists of projects on provision and maintenance of IT equipment in secondary schools, experimentation with and promotion of the use of ICT in teaching, enabling pupils and non-teaching staff to become informed users of ICT and an educational Web portal for schools.
The team highlighted the strengths and weaknesses of each project and proposed a budget for implementation. The total budget amounts to some 7 billion CFA francs. According to one participant, this budget is not too big for our government considering its professions of commitment to human resources, which cannot be developed without taking account of the changing context of society and the labour market, in which ICT is increasingly viewed as one of the basic skills.
The document was on the whole well received by the workshop participants, who made just a few suggestions to refine details.
