Une nouvelle ère pour le projet Global Teenager. Schoolnet Afrique en tête

Le 10 décembre 2003, pendant le sommet mondial sur la société de l'information à Genève, l'institut international pour la communication et le développement (IICD) et SchoolNet Afrique (SNA), a signé une déclaration d'intention qui mènera au transfert des responsabilités gestionnaires et opérationnelles du projet global teenager (GTP) à SchoolNet Afrique (SNA). C'est en effet une occasion historique pour IICD et SNA.

Le projet Global Teenager (GTP) a été coordonné et organisé par l'IICD basé à la Haye, en Hollande au cours des cinq dernières années. Pendant cette période, GTP s'est considérablement développé et gère maintenant un réseau dont 22 pays participent aux cercles d'étude GTP de haute qualité. Beaucoup d'initiatives locales liées à GTP ont également émergé, ce qui encourage fortement IICD.

Afin d'essayer de favoriser l'engagement d'IICD au leadership du sud et stimuler davantage la croissance de GTP, IICD a considéré une organisation du sud, dont les activités se focalisent sur les TIC pour 'éducation pour prendre la tête de la coordination et la gestion de GTP. Les maintes discussions entre IICD et SNA ont mené au transfert des responsabilités globales du projet Global Teenager dans le cadre d’un partenariat enrichi entre les deux. Ainsi, cinq ans après le commencement des activités du GTP, la gestion du programme revient au continent où ses bases ont été établies ! Les objectifs de GTP en général, et la structure de fonctionnement resteront les mêmes. Les cercles d'étude demeureront l'une des composanets les plus fortes du projet. Dans la pratique, le personnel à la SNA sera le contact quotidien pour tout impliqué dans le projet Global Teenager.

IICD restera le propriétaire global et jouera un rôle important dans le projet comme conseiller, associé stratégique et financer principal. La déclaration d'intention (voir ci-dessous) a identifié des objectifs clairs pour la coopération.

Objectifs:

• Créer des occasions d'étude pour des étudiants se concentrant sur la compréhension interculturelle, les nouvelles manières de l'étude et l'utilisation d'ICT pour l'éducation;
  
• Fournir des opportunités de croissance, d'expansion et de priorisation de GTP par une organisation orientée vers l’éducation et avec un fort réseau international;
  
• Augmenter GTP par la SNA panafricaine et les réseaux internationaux permettant de ce fait à plus d'étudiants d’y participer et d’en bénéficier;
  
• Fournir plus d'occasions aux SchoolNet africaines afin d’offrir du contenu à leurs réseaux.

Le transfert physique aura lieu lors du premier semestre de 2004. Le cercle d'étude de mars sera mis en place et conduit par SNA. Une période intensive de transfert entre le personnel consacré de la SNA et l'IICD est actuellement en planification.

IICD et SNA sont confiants que, sur la base de ce transfert, GTP se développera considérablement.

STATEMENT OF INTENT

Re: TRANSFER THE GLOBAL TEENAGER PROJECT (GTP)

This statement of intent confirms our understanding of the mutual intentions of transferring managerial and organizational responsibilities of Global Teenager Project to SchoolNet Africa (SNA) based in Johannesburg South Africa, from International Institute for Communication and Development (IICD) with respect to the principal terms and conditions stated below;

Objectives of transfer The objectives of the transfer of the organizational and managerial responsibilities of GTP to SchoolNet Africa are to;

• Creating learning opportunities for learners focussing on inter-cultural understanding, new ways of learning and the use of ICT for education.
  
• Providing opportunity for the growth, expansion and prioritization of GTP through an education oriented organization with strong international network.
  
• Expanding GTP through the SNA pan-African and International networks thus enabling more learners to participate and benefit.
  
• Provide more opportunities to the African SchoolNets to offer content to their networks.

Outcomes The following are the expected outcomes at the end of the 3 year period:

• An effective ICT enabled collaborative program for learners
  
• GTP growth and expansion in terms of number of learners and countries participating via the different international and continental SchoolNet’s
  
• A wider range of interrelated educational packages available for learners and teachers
  
• There will be strengthened international networks

Process SNA and IICD intend to transfer GTP within a minimum period of 3 years commencing January 15th. During this period the process will be as follows:

• SNA is responsible for the management of the program
  
• SNA and IICD are equal partners in the transfer of GTP
  
• SNA and IICD will form an advisory board to support the strategic direction of GTP
  
• There will be an intensive transition period in which IICD empowers the new project management for its future tasks

Below is an outline of the program transfer:
Signing the statement of intent at the WSIS, December 10th

• Start recruitment of new project staff from December 10th
  
• Agree on budget before December 10th
  
• Signing of MOU and contract January 15th
  
• Transfer plan January 15th
  
• Stated deliverables January 15th
  
• Work plan 2004 with new project staff

Both SNA and IICD agree to the transfer of the management and organizational responsibilities of GTP to SchoolNet Africa.
